NEGOTIATIONS WITHIN SCHOOL BOARDS - FSE AND QPAT SIGN TEXTS ON THEIR COLLECTIVE AGREEMENT Quebec, April 5, 2011. – The Fédération des syndicats de l'enseignement (FSE-CSQ) and the Quebec Provincial Association of Teachers (QPAT-APEQ) proceeded today to sign the collective agreement texts resulting from the agreement ratified last June. Mrs. Manon Bernard, FSE's President, and Mr. Serge Laurendeau, QPAT's President said: "We had set three objectives and we got results for all of them. First, the issues related to the integration of exceptional pupils, notably class composition, smaller groups, and reducing the teachers' lack of job security. These are advances for both students' success and teachers' work conditions". We need to remember that the new collective agreement that will affect 70,000 teachers, both from Francophone and Anglophone school boards, includes a provision that makes it possible to better meet the needs of students, while taking into consideration the level of difficulty of some of them during the group composition (also known as the initial weighting). Moreover, a $20 M specific envelope was provided to support class composition for children with behaviour disorders. The collective agreement allows for significantly smaller groups at the elementary level, as well as at Secondary I and II levels, notwithstanding additional measures to facilitate a quicker granting of contracts to all areas of instruction. In addition, as agreed, discussions about the integration of exceptional pupils are continuing with the employer. Organization profiles FSE and QPAT represent nearly 70,000 teachers in the area of instruction, in pre-school, elementary and high schools, as well as adult and vocational education. Their cartel bargaining is carried out on behalf of the wide majority of all Quebec Francophone and Anglophone school board teachers. They are members of the Front commun.
